About Our Founder

Eulalio M. Briones established the Mail Management Service Center in 1994 as a subsidiary of W&B Enterprises which was established in 1987. W&B Enterprises handles public relations for several businesses in the greater Blue Water area. In mid to late 1993, it was evident that a Letter Shop was absent in the greater Blue Water area which inspired Mr. Briones to establish the Mail Management Service Center.

Mr. Briones is a native of Port Huron and a graduate of the Port Huron Area School District having graduated from Port Huron High School in 1963. He received his Bachelor of Arts degree from Michigan State University in 1968 and a Masters of Education in 1979 from Wayne State University. He also has additional hours beyond the masters degree having worked toward a doctorate in education.

Mr. Briones started his educational career as a student teacher at Port Huron Northern High School in 1967 and started his full-time career as a teacher at Port Huron High School. He was there only 1 year when he was appointed to the position as Department Chairman of Foreign Languages making him the youngest administrator ever appointed in the district. He had just turned 23 years old (born in June) when appointed in July 1969. This began a string of administrative assignments in secondary education, vocational education, adult education and central office administration. In 1984, he moved into the position of public relations for the district and retired as Director of Public Relation in 1997 to pursue his own business full-time.

It is Mr. Briones' knowledge of Port Huron and the business network he has formed over the years which gave him the background to make W&B Enterprises and the Mail Management Service Center successful. "Service, service, service" has become the foundation of his business enterprises. Customer relations and public relations are his strong points. He is a people oriented person who listens, learns and recommends improvements to his client's way of doing business.

What is Letter Shop? A Letter Shop is a business who specializes in volume mailing, list management, a discount pricing at the United States Postal Service level. To get the automated discount rates, mail received through the Bulk Mail Unit of the United States Postal Service must be CASS certified. CASS is an acronym for Coding Accuracy Support System which means a customer's mailing list has been matched against a certified U.S. Postal Service database to assure accurate addressing. Once the address has been certified, it is assigned a delivery point barcode which makes the mailing piece "machinable" at the postal service, thereby making it eligible for presort, automated discounts. It's as simple as that but the technology and knowledge of the postal system is a must. Mr. Briones is one of the very few professional mailers in the entire Blue Water area. Many businesses consult with him to make sure the mailing piece is prepared and printed accurately so that it can be eligible for postal discounting.
